What your doing is a waste of time in all honesty.
Have you priced up new ones.. By the time you've cleaned and prepared them purchased your rattle cans of primer and paint etc you will have spend a bit.
If you must refurb them your only chance with rust is to get them blasted and painted professionally.

As the parts are obtainable I would be looking at replace rather than repair. If you really wanted to refurbish the clean and etch primer before filler primer and paint would be my route.

Etch primer goes on bare metal, it is slightly acidic to clean and grip the surface.
Filler primer fills any blemishes.
Top coat seals the primers and gives colour you want.
Between each stage the paint finish needs keying to alow the next coat to grip the one underneath.

After all that time, potch and money you can stand back and admire your handy work having enjoyed a hobby while Joe public will never notice your hard work. Or you could save yourself a lot of grief buy some new ones and carry on with your life, and Joe public will never notice you've changed them.

Paul.
