Thin (ish) end of the wedge though, it's like the eco fine manufacturers will need to pay if sales of ice cars exceed a set ratio of total cars sold. People will simply start to say it's not worth even trying to sell into Europe when it's so much easier and cheaper to sell elsewhere.
Why bother to keep factories in Europe when you can make all the cars you want in Asia.

If you make it difficult for industry to compete then industry simply moves out.
