Default Engine holding revs

Since owning the car, whilst changing gear, the engine seems to hold onto the revs for a second or two before it SLOWLY drops to idle. This is very frustrating somtimes!!

With car stationary, when i rev it, it drops reasonably quick but still a bit slower that i would of expected.

Car is driven by cable and the cable is free and doesnt appear to snag. always springs back to resting place when peddal released.

Do you think the CAT could be blocked? car revs up ok just doesn't wanna let go of those revs! lol

This is a feature I'm afraid.

However it is made worse if the idle air valve is sticking, the throttle body is dirty and/or there is an induction air leak.
