Yes the Volvo spec on the Euro 3 is 0.698 so an actual reading of around 0.8-0.9 once meter leads resistance is taken into account.
My 6 year old Beru plugs are still reading 0.9

Problem is, and I have tested glow plugs before, that's if your engine has glow plugs, take them out and put them across the battery but if you test them individually they will always show up good that's if they are not totally knackered best way is to bundle them up and test them all together, they should all glow a nice red colour any one that shows up less than the rest is on it's way out and could be the cause of bad starting.

Only use an Ohm meter to test glow plugs , The plugs on later models are 7 volts and you will burn them out in a flash with a 12 v battery !

Default D5 glow pugs service/replacement intervals

Since we're on the subject of glow plugs... is there a recommended service life / replacement interval (indicated by mileage or age) for the (EURO 4) D5 engine glow plugs ?
Or is it a case of "just let them be" until they start playing up, usually in the depth of cold winter

Each glow plug will post an individual fault code when it fails . I would't sit around waiting though !

Will that manifest itself in anyway with a MIL / glow plug light permanently on the dash ? or would I have to plug in my diagnostic scanner to find out ?
While I don't (currently) have any issues at all with the way my D5 starts, would it be prudent to just change my 11 year old / 149K miles old glow plugs, in the name of preventative maintenance ?

I don't think it is priority to put the MIL on , but it will be noticed on the yearly service of course.. its usually 2 or 3 faulty ones showing when there ARE codes listed so best change them all then , they do work when regenerating too . if it starts and runs smoothly from cold ( below 5 C ) then i wouldn't worry .

I acquired my XC60 at the end of Feb. this year when ambient temperatures in the mornings were low and all seemed well (and still is) but... as you said... these glow plugs on EURO 4 D5 engines do more than just assist morning star ups... something I was aware of from my days with BMW (E60) 530d EURO 4 (M57D30TU) engine which did the same as D5. Since my glow plugs are quite old, I thought of changing them regardless as they are most likely at the end of their service life.

I'm not sure how ? since I don't have starting issues at present. It fires up first time every time (hot or cold) at the press of the button.
That said, I've already ordered a set of 5 Genuine BOSCH glow plugs yesterday and I'll swap them out when they arrive in the name of preventative maintenance.
