Engine: T5: - 850 hesitation

My T5 has developed an issue during normal driving.

At a set speed (any) you can feel the car holding back and then releasing. it feels like someone is gently applying the brake and then releasing it. this happens constantly, so is a permanent issue as opposed to a random event.

One thing that was noted on the MOT yesterday is the rev range fluctuating during the emissions test. Ie the revs were set and held but the exhaust note audiably changed (up/down/up/down)

I realise its a rather vague description but does anyone have any ideas?

Could be MAF or ICV playing up.

Is there any way of testing these two parts?
