Question headlight levelling motors

Hi, I recently purchased a new pair of Van Wezel headlights for my 1998 V70. I also fitted a very good quality HID kit. The levelling motors worked fine on my old headlights but not on the new ones. The beams were aligned by my local garage but I turned the interior levelling switch to lower the beams slightly. I have noticed that the beams have remained at the same level and adjusting the switch does not alter the height of the beams.
Has anyone experienced a similar problem. thanks jack.
