I don't think the hesitation issues were engine/gearbox related but rather Software related.

A previous 2003 V70 2.5T GearTronic I had did not have any delay issues. S80 before that did have it. Software download, things were better, but never perfect.

Current XC60 D5 does not have any delay.

Does this mean that if applied to an '07 XC90 the lowered CO2 emissions would allow reduced road fund licence?

No chance!

There has been an article about these "tuning boxes" that makes the CO2 go down and the fact that it makes the engines cleaner but no discount from HM Government.
