Agreed and get a letter from the inspector listing the mods and gutted DPF. Then write to the previous owner asking for your money back, as the car was not road legal when sold. If they refuse, file a small claims court action. Easy case as they breached the emissions regulations, which is an illegal act.

Fitting a new DPF and correcting a MAP fiddle might cost 2 or 3 grand and if they gutted the DPF, the EGR has probably been blanked. That will increase the costs even more.
