please could any of you tell me why there is an electrical wire leading to a rather strange looking tax disc holder ?

Sounds as if it may be the antenna for a mobile phone / car phone kit, these are used when the owner doesn't want a hole drilled in the body or a glass mount Ariel.

it does have some form of nokia phone kit in it, so that must be it.
