Is the pressure relief valve inside the pump, considered trying another pump next ?

-yes it is in the pump , Generally if the pump is weak you feel a bit more assistance if you rev the engine , A good pump puts out the full pressure at any rpm .

I’ve tried turning the wheel whilst stationary then reving to 3000rpm but the steering effort doesn’t change. How do I determine if it’s the pump or rack/speed sensor?
Is anything likely to show on Vida/dice ?

you need to take it to the dealer who has the correct pressure gauges to test the pump .

Just to update this post, I exchanged pumps with another XC90 in the family which seems to have sorted the problem (need to get another pump now!) thanks for your help everyone.
