Default Starting procedure & pressures

Like many owners I have a start problem and would like someone to share their experience.
On turning the key and waiting 15 - 20 secs prior to start should there be fuel pressure at the regulator? If so what is the minimum?
Once the engine starts it is a dream.
On shutdown should there be a residual pressure held or should it bleed off to zero?
The first start of the day is the worst. When it doesn't start on the battery it will start within 3 - 4 meters tow.
I use a Carsoft i906 scanner.
I have read of fitting an NRV in the line filter to pump, can anyone tell me if this solved their problem?
