Default v60 obd port. Missing cover?

Pretty much as the title suggests, should there be a cover for the obd port? The cutout in the dash looks like it was designed for one, but there isn't one present. Not a big deal as it isn't really visible day to day. All the other cars I've owned have had them behind a panel or trim of some kind.

Its a MY14 V60 if that were to make a difference.

No cover. I have a vague feeling that this is due to some legislation that says the OBD2 port must be immediately obvious when looking for it.

Thanks.

I feel like some manufacturers have differing ideas of the phrase 'immediately obvious' though! Hidden behind panelling that requires tools to pop it out doesn't seem to fit the bill on this
