Default V70 heater

I find that my heater does not appear to modulate to keep a steady temperature in the car. It is very noticeable that the warm air flow runs for a while then there is a noticeable change to colder air for a while then back again.
Is this normal, or is there a control issue?

I think that's the normal operation as it's trying to keep the temp constant at the temp you have set it at.....so blows hot, then when the temp sensor see's that is over what is set to it will then blow cooler, then hotter then cooler....always trying to maintain your desired setting....
Hope this helps.

You could try a quick vac of the sensor vent in the centre console though...crap does build up and affect it.
