Turbo whistle sound (diesel)

Volvo C30 D3 2012. ~150000km.
Since I bought a car a bit more then 1 year ago (and made 10000km+), I had whistle sound at low rpm in low gears. It can be heard only when window is down. I always thought that is normal "blow off" sound and that it's actually a good thing

Last few weeks I am looking for exhaust and suddenly on random videos/forum posts started to see some people thinking this whistling sound is not normal. Since I bought the car, sound didn't change. As you can see in the 1st video, when car is not driving, I need to make 2k+ rpm revs to hear the sound. In 2nd video, when car starts to drive, you can hear it already at 1200rpm (I didn't really test is it only 1st and 2nd gear but I know I never hear it when I drive 40kmh+ or so). In the 3rd video I film the turbo part as I hear the sound coming from that left side of the engine.
Since I have the car in this 1 year, I've been at official volvo garage few times regarding other things.. had some non-official service do some other things.. but no one ever mentioned this sound (could be that they never drove a car with window down or just ignored the sound).
I am not sure what to think..
