Default V70 blowers constantly on

Hi and thanks for having me on the forum
I've joined up on behalf of the fathering law who I suspect has bought a bit of a lemon.
He has purchased a X reg... 2000 I think, 2.3 V70 and it has a few niggles but this one in particular is a mystery.
Basically the internal blower ( heaters ect ) is constantly on.. the only way to turn it off is to remove the fuse.... it stays on even when the ignition is switched off and key is removed.
As in new to Volvo I don't even know where to start... I don't know the locations or abbreviation for anything Volvo related.
Any help or advise would be greatly appreciated

Not very but it happens. May be cheaper to buy a whole fan used. The controller can be replaced by removing the two bottom fan screws to release the bottom cover.
