Default No boost & late spooling?

Heyo folks!

Im having trouble with my 2009 RDesign 1.6D C30. I have owned my car for just under a year and noticed, compared from when i bought it, that my car's turbo doesnt kick in till 4500 revs, when before i swear it was around 1800. But heres the thing, every day is different, sometimes it kicks in earlier (3k revs) sometimes it doesnt kick in at all.

So my question here is, does anyone have an idea what could be wrong? I was going to check for any boost pipe leaks, but i dont know where to look!

Also to note, i think theres a little leak of oil which drips from the turbo (i think) onto the wastegate? (as in the thing looks oily)

Thanks guys!
GM.
