dose anyone know what this plug is for on a 1998 940 it is just pluged onto the plastic with no electrical conections?

Check the wire(s) going into the plug - if there is only one and it's red with a white tracer, it's used by the engine management system. Shorting it to earth should disable the Air Idle Control Valve (AICV) to check the base idle settings.

I'm guessing the colour remained the same but knowing Volvo they could have changed it. Worth checking the colour on the wire first and that there is only one before jumping to conclusions - my suggestion is the most likely based on location.
