You're welcome Nick - i'm hoping my hunch is right, usually if everything else checks out and the output voltage is low it's the voltage reg and simply changing that will sort things out. Other things can go wrong but so far the evidence suggests they're ok.
For the cost of the reg, it's certainly worth a try!
