Default D5254T boost too high

I've a 1999 v70 2.5d 15.8ecu. I have a persistent fault of high boost under full load in high gears . Vida showing boost of 1.5bar and limp mode when sometimes going over that.
I've so far changed the tcv,map and maf along with the associated pipes. Also recently cleaned the nipple going to the map sensor..
Any help to what to try next to sort the high boost issue.
Showing ecm-0009 when I swap tcv with a different one.

I've a new tcv fitted and made sure the wastegate isn't jammed.
Tcv can be seen working and gets to almost 100% duty at full throttle
