Your model year could have the CEM that is affected by water ingress.

Water ingress into the CEM results in a number of bizarre electrical issues including problems with brake light activation.

Volvo want around £1000 for a new CEM - but they can be repaired (as mine was) for £150.

My experience is detailed here...…………..

Hi.
The s60 brake wiring is slightly different to the v70.
The high level brake light is on the same circuit as the ignition lock illumination.
The ignition lock illumination should be off when the car is locked , on when the car is un-locked and off again when the key is in ign. position 2 / engine running. You need to check this.
The brake lights have either 1 or 2 relays in the REM depending on model year. There are shunts also. These could be faulty.
The brake pedal switch could be out of position / broken. You need to check this.
There could be a short , poor connection or broken wire in the circuit.
The centre hazard warning flasher is on a different circuit to the main indicators. It is connected directly to the CEM.
The fault could be in the indicator arm switch , poor wiring or blown fuses.
Also it`s well worth checking the CEM for any sign of water ingress as in previous post.
