I don't think that is correct; if it were, any plastic rings used to take up clearances would suffer deformation due to creep whenever the car was parked up. To take any load, even if it was metal ( hub centre) to metal (wheel centre bore), it'd have to be an interference fit. I can understand that if the wheel nuts become loose, then the hub would take some load.
