Nexen are a S.Korean company so I would feel okay about that personally. As long as you are not putting them on a high performance car and driving like a rally driver they should do the trick.
No scientific evidence for the above I should add but I buy my winter tyres based partly on reputation, partly on reviews, partly on price (obviously), and partly on where the company is from. China gets the boot straight away for example. I tend to have faith in S.Korean companies so I would buy them. I've either bought tyres for myself or my FiL from tyre mfrs from the Czech Republic (Barum), Italy (Marangoni) and the UK (Cooper and Avons). All have served me well for how I drive. Do the reviews for them look okay? I know you will not get them compared to Michelin and Dunlop etc but in the mid market sector do they come out okay?

Nexhave a fairly solid rep, not at all like some brands ie; ditch finders.

Take a look on www.tyrereviews.co.uk at the winter tyre tests and user reviews. The Nexen are testing very well these days, user reviews are mixed.

Assuming its the WinGuard Sport 2s, have a read of the 3 most recent comparison test here: clicky. It seems they are ok in the dry and snow, but have a tendency to aquaplane on in the wet - coupled with long braking distances in the same conditions. I would personally avoid them for the UK as we have wet conditions far more often than anything else in the winter.
Rikens are downright dangerous, avoid like the plague... Review IF you want a mid-range winter tyre look no further than the Hankook Winter i'Cept RS2s (make sure you get the RS2s) - they are excellent and rival or beat many premium tyre. Reviews: Click me

Indeed, budget tyres are lethal, budget winter tyres should be illegal, the exponentially longer stopping distances, lack of stability and predictability in the wet compared to even a lower midrange tyre are shocking.

I'd be very careful with choosing Winter tyres as they're the only contact with the road stopping you from finding a ditch or an accident with another road user. In the winter grip may be less than optimal already & adding to the mix a sub-optimal tyre is asking for trouble.
Review studying is the way forward.

I have Nexans all round on my jag S type and have no faults, the reviews said noisy but I have not found that. These are NOT winter tyres I have yet to go down that road.
