It was the also case 20 years ago when I was a BFG inspector - anyone who was posted to BFG for more that 3 months was required to have the correct lights

Agreed. However with the advent of technology, it was acceptable to switch your light by flat beaming. This was acceptable to the BFG VLO. Ihad a Range Rover Sport a few years ago and used this method, although personally, I did not like it.
