PS was never fitted to the 83, to my knowledge it was only fitted to Mk3 models with B200 engine, which is where your rack will have come from. Its similar and the standard B200 360 engine has a 3 belt pulley, I don't know if it will fit a B19 though.

You might also find you need a PS downpipe, and it will be aother variable as to wether the PS pump bracket will fit.

Sorry to be a stickler but that is probably only for the UK market, my brothers 83 GLT in New Zealand has Power steering.

Yes good point, you will need a PAS downpipe - though think it's all doable and a worthwhile upgrade if you do a bit of town driving, the PAS system on 360's is quite nice, not overly light.

Volvo probably used the B21/23 3 belt pulley in other markets at this age for the B19 engine.
