If you have ACC you can set this manually just switch on the ACC set any speed and whilst the brake pedal is still pressed press the resume button.
You can the release the brake pedal. As soon as you touch the accelerator the brake is automatically released. The only down side to this is that if you have the ACC set to say 50 the car starts to accelerate to that speed. Not good in a 30 limit!

MY '14 S60 has it but it seems like the hill has to be a specific steepness for mine to kick in!

A 3% or greater slope according to Vida, as I mentioned above. It's 5% or greater for Bosch ABS/ESP units, and I've noticed that the Volvo hill holder works on my drive, whereas the Ducato (Bosch ECU) doesn't.
