Do you just want to read? Or do you want the ability to make some changes? I believe you can purchase just a reader and get the infomation you want(depending on make, year and model) with most OBDII readers. On the newer P2 you can make software changes via VCT2000 and a 2005A VADIS disk loaded to a laptop. It really depends on what you want.

Edit: I don't believe there is any software you can run directly from a laptop to the OBDII port and take reading.

With a nod towards Alfonzobonzo who brought this to my attention:

http://www.gendan.co.uk/product_STNISO.html and it works well via a laptop.

It will, in conjunction with the software package downloadable from their site, enable you to read codes (and I think clear them). You can also read real time data from sensors. I think there is an option to reset the ECU (probably not the greatest idea........) but the software is not yet complete.

The only problem I've found is that I have yet to find anyone who will admit to knowing how to judge if the sensors are reporting potential problems as I can't find a list of "acceptable" values anywhere (for any car let alone my S40!).

The tool costs under £70.
