Default Hazard switch problem

Can someone tell me if the hazard switch is a push button that latches a relay or a standard on-off switch please.
I discovered my hazards weren't working. A thread in this forum linked a similar failure to a short in the cigar lighter. I checked and found a 5p piece stuck in there. The 20A fuse had blown! I replaced the fuse but the hazards still didn't work. Then I tapped it and bingo they were working but wouldn't switch off! Much pushing, tapping etc and finally they stopped.
Now worried that the hazards could switch on a flatten battery. Help!

TIA Dave
