I'm not sure if the car supports the 5GHz wifi band so check that your phone's hotspot is set to use the 2.4GHz band and that Security is set to WPA2 PSK. Ensure that you have selected wifi as the connection method in Sensus.
You can also tether via USB or Bluetooth. Either of these will require setting both the phone and Sensus to use the relevant tethering method.

If you have an older Android or iPhone it may not be capable of connecting to an AES encrypted wifi access point (wireless router). You could try changing the encryption method in the access point to TKIP and see if you can get a connection then. Although this does reduce the speed as the encryption is then software based as opposed to hardware. TKIP also has some security concerns as I understand it. I see this a lot in my local where I setup the bar's wifi using two channels (one for customers and one for staff) using AES as the encryption method on a Netgear router using DDWRT. iPhone 4's and older are unable to connect. All the Android phones I see are newer models which seem to have no problems with connecting.
Portable wifi is other wise known as Hotspot and should be listed under Settings-Network and WiFi-Hotspot for Android. iPhones are similar.
