You have to drill out the spot welds at the front by the lights.

Are you sure?
Those I've removed have just pulled out of the buffer sockets once the through-bolts were removed.
Are you trying to unscrew the bumper from the flanges on the end of the support arms, or extract the whole telescopic set up in one piece? The bolts holding the bumper to the two flanges are pretty difficult to get at, and require a lucky combination of ring spanner or socket, if the heads don't round off. The telescopic tubes can be pretty solidly rusted into the chassis sections, but do pull out eventually. In my experience it was easier to get the bumper off the flanges, then remove the supports separately if required.

Hi atmkzero,

I assume by fender you mean what we Brits call a wing, i.e. the sheet metal over the wheel, in which case Andrew is correct, there are spot welds between the wing/front panel just below the sidelight/indicator lights. As well as the bolts along the top of the wing which you can see with the bonnet [hood] open, there are also some bolts into the 'A' post which you will see with the passenger door open. From memory I think there is also a fixing bolt somewhere around the bottom of the wing where the mudflap is. Once you get the wing loose any remaining fixings should be obvious, but it may be a bit difficult to get the wing released from its mounting as the sealer sets pretty hard and sticks the two parts together.
