Default Mudflaps

Hello everyone, I’ve recently tried to fit mud flaps to my v40 but when I put the screw in to fix it in place it isn’t tightening and the screw just goes into the pre drilled hole could anyone tell me if there should be a grommet or something similar that is missing
Thanks in advance

There are small plastic green clips with screw holes in that should be behind the cover. Have a roof around as they always fall into the bumper.
