If your car has a sunroof i would check the drain tubes are not blocked.

There was a recall for the heater drain tube ,located in left side of drivers footwell.

That's a lot of water. Sounds like a broken seal or a blocked drain. Check all door seals and door drain holes and the scupper drains under the wipers. Is there water sloshing in a door? Probably can eliminate the tailgate if it's in the footwells.Water is amazing where it can get to. Dry off all door surrounds and then fire some water at it and check the doors again. Lifting carpet at the edges might reveal the source as well.
You could sit in the car with a cuppa and a book while your beautiful assistant hoses it down. ( broadminded neighbours required)

Already mentioned but if you have a sunroof as well as checking the drain hoses for blockage, check that they are connected, mine can off on one side which filled the footwell. If you have roof rails the mounting can leak if a seal fails. Both of these things can be check by dropping the roof lining at the edge.
Also, a real daft one, but are the windows closing properly?
