I guess the trouble is that, even if this is supposed to be the approach, many items are still going to be given set lifespans related to service intervals on the basis that a service is the only time the dealer expects to see the car. So as long as service intervals are set as being at "certain time or mileage, whichever comes first", Volvo maintain complete control over when to do things like changing a cambelt: if you want to maintain the FVSH you really have little choice but to go along with it...
