I don't understand this. The car definitely doesn't do 15.7l/100km. I would be bankrupt if it did.

Here's a video of the test they did. They made an initial test like any other MOT, including emissions control, but then they brought the car to a special section, seen in the video, that they clearly don't use often and spent some time testing the car at different speeds. Including at 300km/h, which I thought was a bit abusive to my car... just kidding

300km/h = 186mph

I'd be very happy if my Volvo estate could (a) reach that speed and (b) do so at 18mpg.

Yes, the emissions for the type approval would have been determined by the predecessor of this WLTP test, the NEDC. I cannot imagine that the test they have done on your Volvo will give the same results as the NEDC test would give, as they would need to go through exactly the same cycle within specific environmental conditions (temperature, humidity). Apperantly the results from your test is much higher than when the NEDC would have been followed. This would surely not include 300 kph with I guess maximum throttle and subsequent very high emission as the ECU will enrich the mixture under full load.

Sure, a test like this would always differ from the type approval test. It's just that the guy was surprised the difference wasn't that much. In his experience, cars of this age and milleage have at least double the original g/km. I guess that includes the age of the car and the fact that the test is much less precise obviously. Nobody was expecting it to be 244g/km even if the car was brand new.

I must admit I was lying, my car doesn't really do 300km/h. It barely does 280...

The Mean Sweed Machine got cleared at customs. 100% import tax exemption due to relocation within EU. But they would charge 8500€ for importing this car if I was importing it without exemption.
Portugal already lost a case in EU court and was forced to pay back the people that had be wrongfully charged, because the way they tax emissions is ilegal in terms of the EEC trade laws. But they keep charging it like they did before.

Anyways. Now I'm just waiting for them to launch the portuguese reg. tag number and then pay for the registration paperwork, insurance and new tags.
At this point I don't think anything else can go wrong so I can probably celebrate already.

Thanks. I'll post a pic once I get shinny new plates. The car does need new plates anyways, the front one is all cracked, specificly in the middle, shattered, which leads me to believe someone forgot they had a tow hitch.

Congratulations! It took some effort, but in the end it paid of.
Especially in these cases where authorities are faced with issues they are not used to deal with, you can have the rules and regulations on your side, but not the people who are brave enough to step out of their comfort zone and take responsibility!
