Mostly, signal strength and reliability of connectivity. For what I use the in-car wifi for (and it gets hammered a lot), 3G vs 4G makes no odds - streaming radio works just fine over either, and emails go pretty instantly too - but signal strength does matter to prevent drop-outs. I've driven from Glasgow to Yorkshire with no signal drop-out when streaming through the car, that never happens on the same network when I used to try it on the phone. As the signal meters for the connected phone and in-car SIM are side-by-side on the infotainment screen, you can regularly see an extra bar or two on the in-car signal vs phone.

Since we share the car regularly, it's also nice knowing the data part is just there, and working. No complaints from the back seat when Mrs McP is out with the kids - if the wifi was missing because she hadn't tethered her phone, shared data etc then there would be loud shouts from the kids!

While I get the connectivity inside the car, surely any surfing or streaming activity is only as good as what the phone can support ?

If the phone has no signal then the rest is pretty much redundant I think.
