That certainly sounds correct as far as Valve go...now verify that Dist Rotor is pointing to Cyl 1 at the same time, and wires run off to their correct stations, per Dist Rot (I believe B16 it's CW, but double check me on this!) and also Firing order.

Good Hunting

And this not dependent on particular cylinder position? Just crossing the T's and doting the I's.So timing OK,clockwise,1342. can rule that.

...of course, but you stated both Valves for No. 1 are free, which is an indication of Crankshaft and Cam position, so I did not restate this...

Has the engine been laid up for a period of time? Also have you checked the ballast resistor for the coil? Sometimes it's built into the loom so might pay to link from battery +ve direct to coil +ve to ensure you have the correct LT feeds.

I'm guessing you know how to set the static timing?

Hi George, seems fine.
Inlet number three should be short before close! 3 is on LTC and on the compression hub. Number 3 fires next past number 1

try to help with starter spray or brake cleaner, only a little bit.
If the engine runs you know the ignition part is working right. To set the ignition static is easy and I know you know how to do :-)
carburetors engine will never start easy immedialy after a overhaul.
With electric injection it will be much more easy.

good luck, Kay

The timing marks are in the wrong postion. No1 TDC is with the marks diametrically opposite with, as Ron mentions, the rotor arm pointing to No1 plug.
If you want to use the timing marks in this position(when fitting the cam gear) then set up for No4 on Exhaust stroke.
However, it’s easy with a rule to align the marks for No1 TDC compression.
It’s an easy mistake to make and one of the idiosyncrasies of the B18/20

Just to be clear then skew gear for the dizzy needs to be installed iaw the ops manual when the pistons of 1 and 4 are at TDC and the timing marks are diametrically opposite each other

OK, running now. Letting it run for about half hour at 2000rpm to bed in.
