My AC on my 98 v40 doesnt seem to be operating as it should,Even on full blast its not blowing strong as compared to other cars.

What could it be ? or just time for a service ?

My blowers packed in altogether a while ago. They stuck on full blast until I switched the ignition off and then never came on again. It was a transistor. There is a powerpack for the blowers in the passenger footwell.

the filter is on the passenger side behind the glove box.
I think if the blower is changing to all the different speeds then the transistor is ok but im no expert.

If the speed selector for the blower selects and works on all speeds chances are its a blocked pollen filter as has been said. They should be changed every year and collect an imense amount of stuff so do restrict the air after a while. The filter is located under the dash in the passenger footwell, remove the two philips screws holding the trim panel and then you will see the long clip holding the filter in.
