Default Aircon fan up and down

When I run the fan above setting 1 the air flow rushes and thenslows down at random? It does this with air con on or off.

I cleaned the filter (which was chokka), still the same.

Is this a fault or is it meant to do this?

Its a fault. The fan should run and stay at whatever speed you select it to. If you have ECC and select a temp with it set to auto the fan should start fast and slow down as the selected temp is approached.
