Certainly the '96/7 models have the tamper proof restraining straps.
Does sound like the guage is dodgy. What position is the needle in with engine off?

Question Boost guage

The needle is at the bottom of the guage with the engine switched off.
The non-shaded section.
The needle seems a lot closer to the shaded part when driving sedately than it used to on my old T5 that i used to have ???????????

Sounds like your gauge or the connections to it are faulty. My boost gauge sits dead centre at 12 o'clock with the engine off, as have the gauges in other Volvos I've owned. I believe it represents manifold pressure. So with your foot off the throttle and coasting there will be negative pressure in the manifold, whereas with your foot down the pressure is positive. It leads then that with the engine off the pressure is atmospheric so the needle should be centre. That's my understanding anyway.
