It's a hex' head screw, though of an older design. Modern versions come complete with built in washer.

It is also known as a hexagon head Parker Kalon (PK) screw.

Problem is that I need two for the grill on the PV and can't find any the right size here. They are not big into diy car maintenance here in the Algarve. Probably have to end up paying €15 for shipping!
