You can try accessing it then, but the legislation is intended to ensure access to repair information by "independent repair operators, parts producers, distributors and publishers of technical information, as well as vehicle manufacturers (OEMs) themselves" to provide open access across the market, competition and the environment, whilst ensuring that repairers have the expertise and equipment to properly maintain and repair vehicles with particular emphasis on emissions legislation.

Note the very restricted information they provide to private users. For some models you can order a pocket data booklet for workshop technicians, which covers up to 2015MY only, and costs about £17, but I've no idea what it contains. Try applying for access to VIDA, and you will see the hoops that you have to jump through and the evidence you need to supply.

If you want access to VIDA as an independent operator, you need to provide your full company name and proof of legal entity, VAT number, upload a copy of your VAT registration form and a photograph of your workshop/premises etc. and they reserve the right to carry out further verification checks. Access is also granted to organisations who provide aftermarket repair information to the garage trade, such as Autodata, so you can in theory purchase the information from these third-party suppliers, but you will also face the restriction of having to be a commercial business.

Haynes can (and do) obtain access under the legislation, but they have to a large extent moved away from publishing workshop manuals for private owners and now concentrate also on providing workshop information to the independent garage trade via subscriptions.

I've no idea about Volvo pricing, but Fiat for instance charge from 4 euros an hour up around 3,500 euros per year for access to repair information only, with additional costs for software downloads etc. Again, you have to provide proof of your business entity plus VAT and legal information to establish access.

I have a MY 2017 V40 and find the still easily available and offline enabled copy of VIDA2014D to cover most of what I need, along with suitable diagnostic tools, but it is very limited on newer engines and totally lacking in any information on the M76 gearbox for instance.
