Tail light assembly and lens

The passenger side backup light on my '91 240 and the outside red lens on the driver side taillight were broken and didn't pass inspection. I was able to buy just a lens for the backup light, but I couldn't buy just a red lens for the other side. I had to buy $173 worth of taillight assembly. The Volvo dealer couldn't tell me why, and Volvo customer service doesn't deal with technical matters. Can anyone explain why Volvo won't supply just a red lens to replace the broken one?

It's how Volvo make their money! Most people use one from a breaker or buy on of the pattern parts at a much lower price.
