Exclamation S40 1998, Blinker/seatbelt warning issue

Hey guys,
First i want to say that i got my Volvo sice 1 month and God i love it, it need a little bit of work but it's amazing.
I would need some help, here's my symptoms before the problem:
- Flasher is going "bzzzzzzzzzzzz" from the acc key poosition until I'm either locking my seat belt or put on hazard light or a blinker.

since yersteday the flasher is not "bzzzzz" at all but blinker is not working, seat belt light is not turning on BUT my hazard light ARE working (and lighten the belt light.

I just try to remplace the Flasher and nothing change, Every fuze from the engine bay box or the one under the flasher are ok, out of idea and can't find a proper Technical book.

In advance, thx you very much to anyone that could give me some way to approach this, from the dumb idea (idk it could not be that dumb) to the smart one!
