Default Noise when turning steering wheel

I have a noise when I turn the steering wheel on my 2013 S60. It's been there since I bought it last year and it hasn't got any worse. I sounds like an electric motor and a bit like Sooty and Sweep arguing, I'm showing my age there.

It might be normal but I wondered if it could also be something like a dry rubber seal on the steering column.

Does anyone else's car make this sound?

Does it kick in when steering wheel is fully locked in either direction? And resembles chirping?

If so, then it's always been there - at least in my case.

Is it like a creaking noise? Mine does it in cooler temperatures when the wheel is turned past 180 degrees - eventually diagnosed as the clock spring which the dealer claimed to have replaced under warranty but it started again six months later. Horrible noise but I put up with it now
