Default Bonnet 'hook'

Hi all,

I'm having a bit of trouble opening the bonnet.... basically the hook at the top near the windscreen won't release. Read the manual which says to move the release catch clockwise but it only seems to move left which releases the bottom catch.

I'm probably doing it wrong but my dad can't even open it and the washer fluid needs filled! :/

Took the car to Volvo this morning who said the pedestrian collision procedure was activated so the bonnet locking arm was deployed. Somebody clipped the front bumper a few weeks ago which must have set it off. No idea if there's a cost involved in resetting this as it's a mobility car...
