Well if you want a V70 on a tight budget there's always ex-plod, one specialist I look in on occasionally has this:

Front spot lights in grill (unconnected white).
Full winter pack inc headlight wash wipe.
Electric mirrors (heated).
5 x alloy wheels, inc spare.
ABS, traction control, legendary Volvo stability control.
High level brake light.
Airbags front, drivers and passenger seat sides as well as sides of vehicle.
Fully adjustable front seats.
Velour interior, vanity lights and door open lights, one front set and rear seat sets.
New Kenwood CD MP3 face of stereo radio player. 6 speaker Volvo speaker pack.
Cigarette lighters in front, rear and boot for 12v outlets.
Rear head rests x3 and arm rest in the middle of seats.
Computer display controls of mpg fuel left fuel consumption, trip, etc.
Remote central locking 1 x keys and fob.
Panic alarm on key remote and lights on to guide your path to your door!
All V5 docs present, still in plods name. MOT June 2007. No tax.
Full history with the car from the police workshops.
Jack and wheel key and spare alloy wheel.

Some people swear by ex-plod, others swear at 'em, but they are cheap!
