Philip,
I don't believe in the efficiency of the so called ''all season'' tyres.
the efficiency of a winter tyre comes from a gum mix having its maximum efficiency from +/- 7°c down . the maximum efficiency of a summer tyre start at about 20/30°c..... without taking into consideration the difference in design.
so,I can't see how they can mix a pear and an apple and decide it's an orange!

for me the ''all season'' tyre is a marketing gimmick.at least in cold countries like Denmark.
In the south of France, where I spend half my time, they are useless since a good summer time is more than enough.most of the time...

anyway, here, and also in Germany WINTER, not all season, tyres are compulsory from November.

They were all season tyres. They were marked Mud and Snow.

The exact rules in Germany are; all season tyres will continue to be allowed, but must have the snowflake mark on them and min 1.6mm (4mm recommended). If the all seasons only have M+S mark on them, it could end with a €40 fine.

Is an all-season without snowflake then more like a summer with a moderate winter capabilty and not a "real" all-season?

Good question. No idea tbh.

I only know this that it is yet another money making scheme of ze German government. They do this, people have to buy zillions of new tyres. More job created/saved and their coffer is filled with more VAT and employment tax.....tbh, they do this all the time.
