I think we need a credible alternative before a scrap allowance.

Yes and a scrappage deal is no good to anyone who has a car worth more than £2000.

Apparently the tax will not be introduced in London until 2019 at the earliest and Euro6 diesel and Euro4 petrol cars will be exempt. At least for a few years. So good news for new car owners this year, because they will not be toxin-taxed.

Somehow they will have to implement a numberplate recognition and automatic billing system in many cities for this to be a viable policy. Not sure how that is going to work, because I only visit a big city once in a blue moon, and there are probably millions like me. All will have to be centrally billed somehow and either an invoice sent to the registered keeper, or a direct debit with everyone. Its not a trivial exercise.

it's not trivial but its tried and tested and works. You drive over the QE2 bridge or go into C.London without paying and you soon get the letter.

In theory all they need is the cameras and link into the London systems. Job done... in a roundabout kinda idea way

This only applies directly to owners of older diesel and some petrol cars but all may consider their position against the spread of penalty fees for entering cities if you drive an ageing diesel car. See:
