Default S80 rear bumper touch up

As usual I am running on pennies and now looking for the cheapest way to touch up my rear bumper. The original paint is 'flaking' due to old age, as opposed to any accident damage. My question is 'Should I take it to a paint shop, or use someone like 'Chips Away', or get a touch up kit, or simply paint the gaps with a brush?'
I take a pride in my old car and want a decent job done cheaply. Can I have my cake and eat it.
Thanks to anyone who offers advice.
