Since the permanence of a plugged in connector is in the hands of the car owner, I would assume that if the OBD port had a parallel connection wired into it and the connector to HUD was plugged in behind the dash where it could not be reached without some degree of dismantling, that would qualify for permanence. However I'd have though that a replacement dial face was a better option.

I'll be buying the dial, swop it out before next MOT and hope its not much than a hours work, easier to sell on plus looks the part, though swopping out the instrument binnacle might be an option if bought 2nd hand.
