Default Engine runing to fast on tick over

Hi Gents,
Can you please advise 1998 volvo s70 petrol auto 10 valve 2.5 when i started it today it revved up to 13t and when engine hot would only come down to 9t when in drive,9t is the normal tickover any advice welcome. thanks J.CJ.

also could be crap in the idle control valve

Or the throttle cable seized, or the inlet air idle valve sticking, or a vacuum leak, or the carpet stuck under the throttle pedal.
